TBCE Legislative Recap of 2023
From the Board’s perspective, the most consequential bill that passed during the 88th Legislative session was House Bill 1002 (Price), effective on June 6, 2023. The bill amends the Texas Education Code to permit school districts and charter schools to add chiropractors as members of concussion oversight teams. Under the new law, a school’s decision to add chiropractors to the concussion oversight team is permissive, which means the school is not required to do so.
Next is Senate Bill 490 (Hughes), effective September 1, 2023. This bill amends the Texas Health and Safety Code to require healthcare providers to give patients a written itemized bill for any services or supplies within 30 days of final payment.
A couple of other bills of note that are outside the Board’s jurisdiction include Senate Bill 2171 (Alvarado), effective September 1, 2023, will allow licensees to act as expert witnesses in certain civil lawsuits. And Senate Bill 1122 (Schwertner), effective June 18, 2023, will exempt those licensees who perform as a designated doctor under the workers’ compensation system from sales taxes on those services.
The animal chiropractic bill that was of interest to many, House Bill 3397 (Kitzman), made it out of committee in the House, but failed to make to a floor vote and thus died.

TBCE President Awarded
The Texas Board of Chiropractic Examiners(TBCE) President Dr. Mark Bronson, was selected as the recipient of the 2023 Paul M. Tullio Award for Distinguished Service presented by the National Board of Chiropractic Examiners (NBCE) at its Annual Business Meeting of Delegates Luncheon in West Palm Beach, Florida, on April 28, 2023.
Former TBCE Member Elected
Dr. Karen Campion, a former TBCE member of the board, was elected President of the Federation of Chiropractic Licensing Boards (FCLB). Dr. Campion was elected at the 96th Annual Congress of the FCLB, held in West Palm Beach, Florida from April 26-30, 2023.
